Position title: National Coordinator, TVET Consultant (3 positions)
Position location: Dar es Salaam, Tanzania with travel to Arusha & Mwanza
Reports to: Team Leader/Deputy Team Leader
Contract term: May 20, 2019 to October 31, 2019
Level of Effort: 90 Days

World University Service of Canada (WUSC) is intending to work with the World Bank for Consultancy Services for Developing and Conducting Tracer Studies in 16 Regional Flagship TVET Institutes in Ethiopia, Kenya and Tanzania .These activities are part of the World Bank’s East Africa Skills for Transformation and Regional Integration Project (EASTRIP), which is designed to address challenges in skills shortage and mismatch, by providing technical, financial and industry partnership to increase the access and improve the quality of training programs in selected Regional Flagship TVET Institutes (RFTIs) and to facilitate regional integration by providing a regional platform to promote exchanges of policies and practices, students and faculty mobility and harmonization of standards and qualifications. Each RFTI will conduct an annual tracer study, publish it online, and hold consultations with key stakeholders, including industry on the findings of the studies.. .
Nature and Scope:
The National Coordinator, TVET Consultant will work with the Project Team and support the development of the tracer study methodology . This will include coordinating all Tanzania-based activities, providing expertise and insight into the Tanzanian context, leveraging local networks and managing stakeholder relationships. The Consultant will also provide in-country follow-up, coaching and support in between International Specialist missions, and any other duties required that ensure that the team is able to deliver the project within the 5 month timeframe requested by the World Bank.
INCEPTION PHASE
• Manage Tanzania travel logistics of Team Leader’s East Africa mission.
• Participate in assignment training.
• Support Deputy Team Leader (remotely) with research as requested for the development of the inception report. Coordinate travel plans, organize key stakeholder meetings, participate in assignment training, conduct research as requested for the development of the inception report.
MARKET ASSESSMENT
• Manage Tanzania travel logistics of Deputy Team Leader and International Specialist’s mission.
• Visit Tanzanian RFTIs in respective country with Deputy Team Leader and International Specialist and organize interviews and key stakeholder meetings.
• Assist with data collection, desk research, and translation as required.
• Attend EASTRIP stakeholders meeting (to be held in either Ethiopia, Kenya or Tanzania) and provide support as needed to project team.
TRACER STUDY LAUNCH
• Manage Tanzania travel logistics of Deputy Team Leader and International Specialists’ missions.
• Coordinate Tanzania tracer study launch event.
• Conduct follow-ups with RFTIs by phone and email and facilitate communication between focal points and International Specialist team as needed.Source: AjiraLeo Tanzania
• Provide coaching and troubleshooting on technical issues as needed to Tanzanian RFTI focal points with support from International Specialists and Research Analysts
TRAINING AND FINAL REPORT
• Attend EASTRIP regional workshop (to be held in either Ethiopia, Kenya or Tanzania) and provide support as needed to project team
• Collect inputs from the workshop to be incorporated in final report
• Provide support as needed to project team during preparation of the final report
• Continue to provide coaching and troubleshooting on technical issues as needed to RFTI focal points with support from International Specialists and Research Analysts
Education: A relevant degree in international development, community development, project management, education, statistics, data management, business development, ICT, or related fields.
Experience and Competencies
• A minimum of five years of work experience related to TVET programming;
• Strong understanding of the TVET sector and networks in-country;

• Excellent communication skills, particularly interpersonal and intercultural communication skills;
• Ability to work independently and as a team player;
• Ability to travel within own country and East Africa;
• Strong organizational and logistical skills;
• Experience working on World Bank and other donor funded projects
