The Public Service Commission of Tanzania is an Independent Department in the President’s Office established under Section 9(1) of the Public Service Act No.8 of 2002. The PSC was established as a part of the Public Service Reforms which were taking place in the country. Its establishment aimed at unifying the Public Service in terms of employment procedures, rights, status and benefits.
The purpose behind the establishment of the PSC was to improve Performance Management Systems in service delivery as spelt out in the Tanzania Public Service Management and Employment Policy of 1999 as revised in 2008. The PSC became operational in January, 2004 and its main function, apart from receiving and acting on appeals, is to ensure that employers, appointing and disciplinary authorities in the Public Services comply with the laws, regulations and procedures when discharging their statutory powers relating to the Service.
In 2014 , the Government implemented new Salary Scales, The Tanzania civil service has a common pay and grading system.
This means that all departments and offices have the same approach to grading, with pay levels in respect of each grade determined centrally.
