The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector. This post is located in the Urban Basic Services Branch, Kigoma duty station.
Responsibilities
Under the direct supervision of the Head of the Water and Sanitation Unit, the Associate Programme Officer will be responsible for the day-to-day management and implementation of the UN-Habitat tasks and ensure overall coordination with other participating UN agencies in the UN Joint Programme for Kigoma. He/She will also work in close collaboration with UNICEF and WHO, representatives of regional, district and local government authorities of Kibondo, Kasulu and Kakonko and other project partners, in coordinating the planning and implementation of the Programme.
The UN Joint Programme is intended to improve human security in the region of Kigoma which receives refugees from the neigbouring Burundi and the Democratic Republic of Congo. It supports the humanitarian-development nexus by linking together the existing UN response to refugees and migrants with an expanded development support to the host communities. It focuses mainly on the 3 districts of Kasulu, Kibondo and Kakonko surrounding the three existing refugee camps. The Joint Programme is being implemented under the framework of Phase II of the United Nations Development Assistance Plan (UNDAP II) 2016-2021 through a Multi-Partner Trust Fund.
It consists of 16 UN agencies cooperating in 6 outcome areas of sustainable energy and environment, youth and women’s economic empowerment (YWEE), violence against women and children (VAWC), education with a focus on girls and adolescent girls, Water, Sanitation and Hygiene (WASH) and agriculture with a focus on developing local markets.
UN-Habitat is participating in the WASH outcome area together with UNICEF (lead) and WHO. The objectives of the WASH outcome area to i) Enhance the capacity of local government agencies to sustainably and equitably plan and scale up delivery of WASH, ii) Increase access to improved sanitation and promotion of hygiene practices and iii) Increase access to safe drinking water among vulnerable communities, schools and health care facilities.
The Associate Programme Officer will be responsible for the following duties:
1.Facilitation and coordination of the stakeholder engagement process. He/She will set up multistakeholder forums and develop a stakeholder engagement plan for mobilizing and organizing local stakeholders, including local beneficiary communities to enhance their voice and participation in the Programme. He/She will develop a grievance redress mechanism to deal with community complaints/claims encountered during project implementation. He/She will facilitate consultations with representatives of regional, district and local government authorities and other stakeholders to ensure that project interventions are guided by relevant government policies and strategies and that all interested parties are well informed about the project activities and goals and are actively engaged in its implementation.
2.Selection and supervision of implementing partners: He/She will plan, organize and participate in transparent and competitive call for proposal processes for the selection of implementing partners and supervise them to ensure quality control and timely delivery of programme outputs.
3.Technical support to training and capacity building activities: He/She will, in collaboration with implementing partners, coordinate the appraisal of capacity and awareness gaps and organize training workshops on management and operations of water schemes and Community Based Water Supply Organizations. He/She will also organize and facilitate sanitation campaigns.
4.Reporting: He/She will ensure timely preparation and submission of monthly/quarterly and annual progress reports. He/She will also prepare monthly reports for the Head of the Water and Sanitation Unit on key project activities, issues and required action points.
5.Knowledge management and media publicity: Provides thorough, well-reasoned written contributions on the project activities and lessons arising from implementation for a wider audience and ensure media publicity. He/She will ensure effective information sharing on best practices with relevant stakeholders.
6.Representation of UN-Habitat in project coordination meetings: He/She will represent UN-Habitat in project coordination meetings as required, vis-a-vis other participating UN organizations, as well as regional, district and local government authorities. He/She will endeavor to build professional relationships with local, district and regional authorities, community leaders, local NGOs and other community-based organizations in order to ensure the full participation of a broad spectrum of national leadership in the Project activities.
7.Monitoring and Evaluation: He/She will, jointly with the other UN organizations, participate in the periodic monitoring and evaluation of project activities. He/She will develop and implement a programme monitoring and evaluation framework.
8.Resource mobilization: He/She will, together with participating UN Organizations, identify potential donors and develop proposals to fund WASH activities under the UN Joint Programme in Kigoma.

Candidates should have an advanced degree in Civil/Water/Sanitary/Public Health Engineering, Urban Infrastructure Planning, Environmental studies, or in a related field in the Water and Sanitation sector with an understanding of the specific needs and conditions for the delivery of sanitation services to low-income areas and slums. A first level degree in combination with relevant experience may be accepted in lieu of an advanced degree.
Work Experience
Candidates must have a minimum of two (2) years of progressively responsible experience in the water and sanitation sector, and skills in project/programme development and management.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
