Job Description Summary

Leads and directs the development and implementation process for company projects involving departmental or cross -functional teams focused on the delivery of new or existing projects. Plans and directs project schedules and monitors budget/spending. Monitors the project/program from init iation through delivery. Organizes project(s) activities ensuring completion of the project on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.

Job Summary:

The COP provides overall leadership and technical direction for the Project, ensuring achievement of project deliverables. Specifically, the position has the technical and management responsibility for all activities and personnel; and is the primary liaison with USAID/Tanzania, GOT, other donors, and key stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards. The COP fulfills the diverse managerial requirements of the project by managing project staff and implementing partners to ensure proper reporting, financial management, and compliance. The position is responsible for smooth implementation of the project, and for effectively addressing problems and challenges that arise during performance. Also, is responsible for timely and accurate delivery of all reports and other program products.

Key Responsibilities:

Provide overall technical leadership and expertise in the development and implementation of Social and Behavioral Change Communication (SBCC) strategies to address the need of behavior change related to Family Planning/Reproductive Health (FP/RH)) Maternal, Newborn, Child and Adolescent Health (MNCAH), Malaria, (HIV/AIDS), Tuberculosis (TB) and other selected health areas in the target populations of women and youth.
  Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome Lead the overall planning, implementation, and management, in close coordination with the GOT and USG partners, as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner with adherence to technical quality standards and donor guidelines.
Oversee a team of senior technical and program management project staff and ensure strong communication and coordination with and between all team members.
Ensure a ‘one project’ approach across Tulonge Afya Project locations and Team members.
Oversee/manage partnerships and ensure strong lines of communication, coordination, collaboration, and co-investment are established and maintained.
  Ensure financial and grants management compliance with FHI 360 and USAID rules and regulations.
Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, Government of Tanzania partners, and other key stakeholders.
Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
Build Team staff capacity, including that of the project’s Directors to take on greater project leadership roles over the life of the project


Job Requirements:

a)   Education/Experience: 

Master’s Degree in public health, communication/behavior change, social sciences, international development, or a related field plus 7-9 years of relevant experience; Bachelor’s Degree in public health, communication/behavior change, social sciences, international development or closely a related field plus 9-11 years of relevant experience.
Ten (10) years senior level management experience in the design, implementation, and management of programs of similar size, complexity, and setting. Preferably have spent at least five (5) years in the position of Chief of Party or Deputy Chief of Party.
At minimum, must have at least five years of progressively more responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract/grant management.
Demonstrated experience in institution strengthening approaches
Experience in developing and implementing SBCC projects and programs in Tanzania and/or other African regions that have demonstrated impact, at scale
Management experience with a USG contract or cooperative agreement preferred.
Experience living or working in a developing country required; experience living and working in Tanzania is preferred.

b)  Knowledge/Skills and Expertise:

Demonstrated leadership skills, experience in building and maintaining productive working relationships with a wide network of institutional partners and stakeholders, including host governments.
Knowledge of USG Health initiatives and related reporting requirements and funding parameters
Strong leadership qualities and knowledge of state of the art social and behavior change communication models and strategies and their practical application to one or more of the following areas is required: Family Planning/Reproductive Health (FP/RH), Maternal, Newborn, Child and Adolescent Health (MNCAH), Malaria, Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/AIDS), Tuberculosis (TB).
Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results
Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies
Demonstrated track record of working in teams and fostering partnerships.
Demonstrated capacity to oversee monitoring, evaluation and learning. Ability to provide oversight and leadership for high quality results monitoring and assuring data quality, and for evidence-based adaptive management.
Strong interpersonal, writing and oral presentation skills in English.
Ability to work independently and manage a high-volume work flow.
Relevant computer software skills, including at a minimum MS Word, PowerPoint, and Excel.
