VACANCY ANNOUNCEMENT
On behalf of the Ministry of Finance and Planning (MoFP)- Public Procurement Appeals
Authority (PPAA), Mzumbe university (MU), Tanzania National Business Council
(TNBC), Rural Energy Agency (REA) and College of Business Education (CBE) President’s Office, Public Service Recruitment Secretariat invites competent, experienced, highly organized and self-motivated to fill 11 vacant posts mentioned below;

1.0 TANZANIA NATIONAL BUSINESS COUNCIL  (TNBC)
The Tanzania National Business Council (TNBC) Was established in September 2001 vide Presidential Circular No.1 of 2001 and operationalized in March, 2002 as an Institution providing a forum for public and private sector dialogue with a view of reaching consensus and mutual understanding on strategic issues relating to the efficient management of resources in the promotion of social economic development of Tanzania. The bottom line is to create a conducive environment for private sector led economic growth in terms of wealth and employment creation and revenue generation in the poverty alleviation process.

1.1 DIRECTOR OF BUSINESS ENVIRONMENT

1.1.1 DUTIES AND RESPONSIBILITIES:
(i) Planning and implementing plans and development activities of TNBC in order to meet the Council’s objectives;
(ii) Maintaining effective working linkages with relevant Ministries, Government Departments and Agencies and other private sector institutions to facilitate implementation of TNBC’s objectives;
(iii) Keeping abreast of trends in the fields of research, planning trade and investment marketing and recommending policies and programs to meet changing circumstances in business environment at local and international level;
(iv) Coordinating preparation of strategic plans, annual work plans, budgeting and preparation of quarterly and annual reports;
(v) Planning, developing and implementing strategies and monitoring tools for performance management of the Council;
(vi) Proposing and carrying out evaluation and monitoring systems on policy issues agreed between the public and private sector;
(vii) Ensuring that provision of timely and focused information through research, acquisition of information materials and analysis is done properly for effective decision making process;
(viii) Coordinating the formulation of strategic plan and monitoring the performance of the plans;
(ix) Planning, developing and implementing strategy for operational management and development so as to meet agreed organizational performance plans within agreed budgets; and
(x) Any other duties as may be assigned and directed by the Executive Secretary.

1.1.2 QUALIFICATION AND EXPERIENCE
Master’s Degree either in Economics, Business Administration, Commerce or its equivalent from a recognized institution with at least ten years of work experience either in research or industrial organization field.

1.1.3 REMUNERATION: Salary Scale TNBCGSS 8

2.0 MINISTRY OF FINANCE AND PLANNING
The Public Procurement Appeals Authority commonly referred to as the PPAA was initially established in 2004 under the former Public Procurement Act No.3 of 2001 (Repealed an replaced by the Public Procurement Act No.21 of 2004) (Cap 410).
The recently enacted Public Procurement Act No 7 of 2011 has re-established the PPAA as an independent Appeals Authority under Section 88. The aim of establishing Appeals Authority is to provide for an independent mechanism through which complaints and disputes arising in public procurement could be solved within the shortest possible time. In clear terms the Appeals Authority can be termed as a quasi-judicial body responsible for determining complaints/Appeals arising from public procurement processes with a view to check compliance with the law (S.88
(5) of PPA 2011).

2.1 THE EXECUTIVE SECRETARY

2.2 TERMS OF ENGAGEMENT
The Rector shall hold office for a period of four years (4) or for any other period not exceeding four years as may be specified in an instrument of his appointment and may be eligible for re-appointment subject to satisfactory performance.

2.2.1  DUTIES AND RESPONSIBILITIES
(i) Management of the operation of the Appeals Authority;
(ii) Management of funds, property and business of the Appeals Authority;
(iii) Administration, organization and control of officers and staff of the Appeals Authority;
(iv) The Executive Secretary shall, not later than three months before the end of each financial year, prepare and submit to the Permanent Secretary, Ministry of Finance and Planning an annual management plan which include a budget for its approval for the next financial year.

2.2.2 QUALIFICATION AND EXPERIENCE
Registered professionals save for Lawyers and Business Administrators who has at least ten years of experience either in Business, Finance, Law or other relevant discipline and experience in procurement.

2.2.3 REMUNERATION
An attractive package of PPAAs 12 as per PPAA Scheme of Service.


3.0 RURAL ENERGY AGENCY (REA)
Rural Energy Agency (REA) is an Autonomous Body under the Ministry of Energy and Minerals of the United Republic of Tanzania. Its main role is to promote and facilitate improved access to modern energy services in rural areas of Mainland Tanzania. REA became operational in October 2007.

REA Vision: Transformation of rural livelihoods through provision of modern energy services.

REA Mission: To promote and facilitate availability and access to modern energy services in rural Mainland Tanzania.


3.1 LEGAL AFFAIRS MANAGER
3.1.1 DUTIES AND RESPONSIBILITIES
(i) Co-ordinate matters pertaining to the administration of the Board’s affairs, meetings and all related issues as required by law;
(ii) Plan, coordinate and administer the legal activities of the Rural Energy Agency (REA);
(iii) Ensure the representation of the REA before courts of law, quasi judiciary bodies and administrative tribunals;
(iv) Provide legal advice and counselling to all organizational components of the fund and REA;
(v) Draft, review, and interpret all contracts, agreements and legal documents as to their legal sufficiency and protection of the interests of the REA and the Fund;
(vi) Study and recommend on ways and means of developing skills of the legal services staff;
(vii) Prepare an annual budget and work program and submits periodic performance reports;
(viii) Evaluate work performance of staff in her/his section;
(ix) Provide corporate secretarial services; and
(x) Perform other duties as may be assigned by the Director General


3.1.2 QUALIFICATIONS AND EXPERIENCE
Master’s Degree in Law, Admission as Advocate of the High Court of Tanzania Minimum of 10 years’ relevant experience of which 4 years must be in a senior position in a reputable institution.

3.1.3 OTHER COMPETENCIES
Strong written and communication skills with ability to write reports in a concise and focused style, Possession of leadership and people management skills, and a team player with strong interpersonal and organizational skills, Ability to deliver accurate, concise and timely minutes of meetings and other records of the Agency’s engagements, Keeps abreast of legal issues that affect the business of the employer, in this case the Agency and Computer literate.

3.1.4 REMUNERATION
According to REA’s scheme of service

4.0 COLLEGE OF BUSINESS EDUCATION (CBE)
The College of Business Education (CBE) was established by Act of Parliament,
No. 31 of 1965. It is a Public Higher Learning Institution, which provides Teaching, Research and Consultancy Services in the fields of Accountancy, Procurement & Supplies, Marketing Management, Legal and Industrial Metrology, ICT, General Management and other business related disciplines.

4.1 LECTURER – ICT (1 POST) – (RE – ADVERTISED)
4.1.1 DUTIES AND RESPONSIBILITIES
(i) To  teach up to NTA level 8 for master’s degree holders and up to NTA level 9 for PhD holders;
(ii) To guide and supervise students in building up their practical and research projects;
(iii) To prepare learning resources and design training exercises for students;
(iv) To conduct consultancy and community services;
(v) To develop and review existing curriculum;
(vi) To undertake individual research and participates in scientific/academic congregations;
(vii) To prepare teaching manuals, simulations and case studies for training;
(viii) To coach junior teaching staff; and
(ix) To perform any other relevant duties as assigned by supervisors

4.1.2 QUALIFICATIONS AND EXPERIENCE
Holder of a PhD from recognized and accredited Higher Learning Institution with at least three (3) years relevant teaching experience in an accredited Institution of Higher Learning in either Mathematics and Statistics with ICT, Computer science, Computer engineering or Informatics. Applicants must demonstrate skills in programming.

4.1.3 REMUNERATION
As per Treasury Registrar’s salaries Circular No 8 of 2015

4.2 ASSISTANT LECTURER - Development Studies – 1 Post (RE-ADVERTISED)
4.2.1 DUTIES AND RESPONSIBILITIES
(i) To teach up to NTA level 8 (Bachelor’s Degree);
(ii) To prepare teaching/learning materials;
(iii) To conduct research, seminars and case studies;
(iv) To carry out consultancy and community services under supervision; and (v) To perform any other relevant duties as assigned by supervisor.

4.2.2 QUALIFICATIONS AND EXPERIENCE:
Master’s Degree in Development Studies with a GPA of 4.0 or average of B+, and should have a minimum GPA of 3.8 at undergraduate level either in the field of Public Administration, Community Development, Economics, Communication, Sociology, Public Administration or Human Resource Management.

4.2.3  REMUNERATION
As per Treasury Registrar’s salaries Circular No 8 of 2015

4.3 ASSISTANT LECTURERS (Computer science/Computer engineering/Informatics or Information Technology)–2Posts (RE-ADVERTISED)

4.3.1 DUTIES AND RESPONSIBILITIES
(i) To teach up to NTA level 8 (Bachelor’s Degree);
(ii) To prepare teaching/learning material;
(iii) To conduct research, seminars and case studies;
(iv) To carry out consultancy and community services under supervision; and (v) To perform any other relevant duties as assigned by supervisor.



4.3.2 QUALIFICATIONS AND EXPERIENCE:
Master’s Degree with a GPA of 4.0 or average of B+, and should have a minimum GPA of 3.8 at undergraduate level either in the field of Computer science, Computer engineering, Informatics or Information Technology.

4.3.3 REMUNERATION
As per Treasury Registrar’s salaries Circular No 8 of 2015

4.4 ASSISTANT LECTURER - Marketing – 1 Post (RE-ADVERTISED)
4.4.1 DUTIES AND RESPONSIBILITIES
(i) To teach up to NTA level 8 (Bachelor’s Degree);
(ii) To prepare teaching/learning material;
(iii) To conduct research, seminars and case studies;
(iv) To carry out consultancy and community services under supervision; and (v) To perform any other relevant duties as assigned by supervisor.

4.4.2 QUALIFICATIONS AND EXPERIENCE Master’s Degree with a GPA of 4.0 or average of B+, and should have a minimum GPA of 3.8 at undergraduate level in the field Marketing

5.0 MZUMBE UNIVERSITY

     Mzumbe University was established by the Mzumbe University Charter 2007 (established) Made under section 25 of the Universities Act. No.7 of 2005 which repealed the Mzumbe University Act No. 21 of 2001. Mzumbe University is a public University and operates under the Ministry of Education Science and Technology.The University has over 50 years of experience in training management, Administration of justice and good governance. Mzumbe started in 1953 as a local government school, training chiefs, native authority staff and councilors. After independence, the scope of its activities was expanded to include training of government officials, rural development officers and local court magistrates. In 1971 it was transformed into the Institute of Development Management (IDM) and later in 2006 into a fully-fledged University.



5.1 ASSISTANT ACCOUNTS TECHNICIAN II (1 POST)


5.1.1 DUTIES AND RESPONSIBILITIES
(i) Receives and keeps in proper custody all bills, invoices and other claims             pending payment;
(ii) Prepares payment vouchers;
(iii) Maintains cheque register;
(iv) Keeps in custody accounts documents;
(v) Performs any other duties prescribed by supervisor.

5.1.2 QUALIFICATION AND EXPERIENCE

• Holder of From IV/VI Secondary Examination Certificate with ATEC  I or equivalent qualifications from a recognized institution.


5.1.3 SALARY SCALE: 

    PGSS 2.1


5.2 DRIVER II – (2 posts)


5.2.1 DUTIES AND RESPONSIBILITIES
(i) Drives institutional vehicles
(ii) Maintains logbooks
(iii) Responsible for safe-keeping of the vehicle and tools  entrusted to     him/her
(iv) Maintains disciplined behavior and proper conduct in rendering services to     his/her assignees
(v) Maintains cleanliness of the vehicle and tools
(vi) Carryout minor mechanical repairs
(vii) Reports promptly any defect or problems detected in vehicle
(viii) Performs messengerial duties such as dispatching documents/letters,     collecting mail, photocopying of documents and any other duties as may be     assigned by superior.

5.2.2 QUALIFICATION AND EXPERIENCE

• Holder of Form IV/VI Secondary Education with passes in Kiswahili and English.  He/She must have a valid class C Driving License with working experience of two years.  Possession of Trade Test Grade II certificate from recognized Institutions such as NIT or VETA will be added an advantage.


5.2.3 SALARY SCALE:
 
            PGSS 1.1
